simple queue priority place in the chain ?

Hi when I have more than one simple queue for the same priority 8, and want to add simple queue with priority 1.

Which simple queue goes forst, with low or with hi priority?

A Queue with Priority=1 goes FIRST, Rest all will get EQUAL Priority.

But if I want to set second queue to priority 4, and third queue to priority 8, will it be like that, or second and third queue will get same priority?
