simple queues, max limit on WAN interfaces

I need to set a max limit on interface WANA and interface WANB to keep latency from going up. I also want to be able to see each “cluster” on my network, each “cluster” or “pod” has up to 5 Vlans per. Below is what I have in place for the “pods”. Whenever I try to put a Max Limit on the target of interface WANA or WANB the rest of the queues will not work. Is there a way I can accomplish what I want to do? I cannot go into the queue tree while using pcc.

could use some help. I have 2 100Mbps fiber connections that I load balance via PCC. I need to set a max download and upload on both the WAN interfaces. If they go much over 100Mbps the latency will jump to 500+ms. I also need to be able to watch the queues for each Vlan, is there a way to set this up via simple queues?
