Simple Queues not shaping

Hi All

Pretty new to Mikrotik, just started using them about 3 weeks ago,
I have a Routerboard RB750GL running 6.34.6

When i create a simple rule as shown below it does not shape my down or up load speeds.
/queue simple
add limit-at=1M/1M max-limit=1M/1M name=“Internet Limit” target=192.168.0.0/24

WAN is on Ether1 and I have Bridge Ether2 to 5
What could cause the from not shaping my bandwidth?

I have the same issue with Queue tree, specifying limits does not shape my bandwidth. I can see traffic in the queues see attached picture.

But when I run a speed test from say speedtest.net - I get my full bandwidth 100M DOWN - 10M UP when it should be limiting it to 1M UP and 1M DOWN

Could someone provide me with some insight on where I might have missed a setting?

Can someone please help me with this issue?

I am using simple queues and when set to unlimited I get full bandwidth availability, however, when I set the queue to say 10Mbps down by 1Mbps up, I get maybe 6Mbps. When I was set to unlimited, I was getting around 25Mbps down. If I add 5Mbps to the 10Mbps it may jump up another 1Mbps (i.e. going from 6Mbps to 7Mbps). I am not sure why it is dropping like that. Can someone please help me with this?
