Simple Queues not working

Hi Guys,
I have a strange one for you. I have over 30 Mikrotik Routers on sites with customers connected to them. They are all doing PPPoE via a central Radius manager.

There is only one routerboard which is not shaping the customers. Customers are able to downoad up to 30-40Mb even though under the simple queues, they look like they are been shaped.

The router in question is a rb1100AHx2 running v6.33

As you can see from the attachments, they are downloading @ over 14Mb while they are set to use only 7Mb.

I am wondering is there some option I have missed where I tell the router to accept the limits?

Fasttrack is enable?

I dont see this option anywhere, from a few mins of reading, is this a firewall rule I create?
