simple queues with parent

Can someone please reaffirm before I go mad, simple queues are fine in “simple” distribution type situations and for limit top the client,

But surely a parent is still required to cap the limit on the interface and then distribute evenly ( if required)

Eg.

If I had 20M input and every customer was set at 1M max, if there happened to be 30 downloaders at the same time,

something has to tell the queue to distribute 20M amongst 30.

I am only talking “simple queues” here, I have been using tree and pcq for 3 years with parents.

You can use PCQ with the simple queues and that sounds like what you are looking for.
