Simple way to limit connections per ip

Hi.

We have one client who keeps using download managers that overload our limited bandwith. What is the quick and easy way to limit his ip address of 192.168.45.13 to only 2 concurrent connections?

Why you don’t use Queues?

we are using simple queues to limit speed, but this user has bought extra bandwith from us, so when he uses, it takes up to much over-all bandwith. I can see by torching his ip, that he is downloading from rapidshare, with 8 sessions open. If i can limit that to only 2, things will be better
