Single packets keep hitting from TX

On my RB2011 I have noticed single packets showing up on Tx of active ETH interfaces, even if PC connected to said interface is hibernating. I have no idea where these come from, this traffic do not come through WAN interface, I cannot see them among active connections in the Firewall. As a matter of fact, even if I physically disconnect all the cables, except one signle, local, hibernating PC - it still gets ping, ping, ping from TX every second. It is some internal MT way of checking active interfaces, or something? If so, can I turn it off?

I torched the interface and the culprit seems to be this. But what is that?

Tell me, please, is it normal that all of my lan interfaces are being constantly bombarded with the packet, the example of what I have posted above?
From what I have gathered, 802.2 LLC frames should not be present in Ethernet IP network.
Yet, my interfaces look like this… The bigger spikes are the ARP, but constant 4(802.2) Dst 0.0.0.0 - what it is supposed to do?
