Site-to-site VPN and NAT using load balancing

Hello gurus!

I’ll be appriciated for any ideas and suggestions in my case.
I’ve got two offices connected to Internet using two different ISP channels with permanent IP and devices RB2011UiAS-2HnD-IN on each site.

I need to organize:

  1. Site to site secure VPN with load balancing.
  2. NAT with load balancing.
  3. Alert in case of ISP trouble.
