slow internet if one of the ADSL line

I have combine two equal ADSL line using PCC. Sometime one of the line has problem (contentious disconnection or very slow internet) and this lead to total slow internet and the internet become better if I disconnect the line with problems.

how should I solve this problem?

I have it in my office and is working fine. PCC gived us problems.. : D!

I have no problem when one of the line fail but the problem when one of the line become versy slow. It slow browsing the internet even though downloading file still fast.
