Slow ipv4 throughput on CCR2116 and CCR2216

Hi All

In May I replaced our Mikrotik CCR2004 PPPOE server with a CCR2116, expecting better throughput for FTTH clients. For some reason downloads for users is only 30-40MBps (absolutely no queues in use anywhere) on lan cables but upload speed is full speed of their fibre links. I thought a CCR2216 might solve the problem but speed is still an issue with no more than 40Mbps. I have tried with and without L3 HW offloading.
No firewall rules and no NAT - clients have static IPv4 Addresses.

Same experience for PPPOE and DHCP FTTH clients.

Has anybody else experienced this before?

I would just like to add the users getting 30-40Mbps speed also include users that are on 100,200,400 or 1Gbps fibre links. On the CCR2004 the users got at least 60-70% of their fibre link speeds.

I have tried to eliminate factors outside of our control so I attached a web server directly onto the PPPOE server and still only get 30Mbps when downloading from that server.
