it is possible to use the SNTP client and ntp server at the same time? If i install the ntp package, the SNTP client is invisible.
I can not use the NTP client, because no DNS names are allowed.

No, it is not. As only the NTP client is capable of getting time precise enough for NTP server to operate on the router.
SNTP client was introduced as a lightweight client to get the time set on the router after the reboot, so it would be possible to see correct time in logs etc. as a less resource intensive substitute for NTP client. Also, it is not very precise. I would avoid use of SNTP if you are using SSTP, services that use certificates.

Currently no. You can set up a scheduler script that would update DNS for NTP.org server pool name once a day or once a week.
