Solution for bandwith control with traffic usage

Hello,

I need to reduce the bandwidth of the customers after some bandwidth usage, for example, the user have a 2mbps internet link but if he download 10GB the bandwidth goes down to 500kbps. The customer just will have the full bandwidth again on the next month.

Someone knows how to do this?
