Some questions about userman+hotspot+mac_auth

Hi guys!
I need some help for next situation:
I need to provide my users access to inet.

  1. I’m install routeros (3.22) on PC with 2 network cards.
  2. Setup hotspot, userman, mac_auth

Q1: i need to lock ip of users with her MAC. If user change ip - access must blocking, if user change mac - access must blocking. How to do this?

Q2: if i add in userman mac (as login) and ip - user have access - if user change ip - routeros is non answer and need to reboot
Q3: if i add in hotspot username = mac, ip = ip of user pc, mac= mac of user pc - user have access. If user change ip - routeros is non answer and need to reboot

Q2+Q3= how to fix this?

if possible please share simple plan WHO NEED TO SETUP ON ROUTEROS FOR Q1

Q1, user can change MAC-address/IP-address to another user’s MAC-address/IP-address. It is not possible to control on the router.

Either you may use login/password method, when specific login is attached to the specific mac-address, or incorporate security on layer2 (use management switches for the Ethernet or use WPA/WPA2 for the wireless clients).
