static dhcp leases and ip bindings

Can I add static dhcp leases (for hotspot users) to adrdress list in ip firewall without ip bindings?

By reading the wanual on http://wiki.mikrotik.com/wiki/Manual:IP/DHCP_Server#Leases

BUt other wise:

IP>DHCP SERVER> LEASES and then highlight the lease you want to make static, and click the make static button in the toolbar.
