Static IP and DHCP static IP addressing

I have couple of questions regarding usermanger. I would like to use for a fix wirless ISP. Can usermgr do the following:

  1. ISP is statically assignin IPs to CPEs. Can user manager rate limit on a specific IP?

  2. ISP is using static DHCP. Can user manager assign static IP addresses based on CPE MAC authenication (Not PPPoE or otherwise)?

  3. Can user manager stop service based on download limit or simply time?

  4. I couldn’t find the link to download usermgr fromthe downloads page. Where is it located?
