I have one ccr1036 and am working with false ip 12 users recently I got 16 static and would like to routing to 5 users without affecting routing that I can do something

what is exactly your Q?

exempt the public IP addresses from your NAT rules
e.g. add the criteria of src-address=!x.x.x.x/28 onto your masquerade rule

Then point the IPs to your customers just like you would any private IP you may give them.
