VLANs are generally unnecessary where there is only a single subnet present on an ethernet network. In your diagram labelling the left and right hand boxes ‘LAN 18’ rather than ‘VLAN 18’ would be more appropriate unless the diagram does not show all the detail.
It is impossible to route traffic where the source and destination subnets are the same, a router cannot determine which interface to send the traffic to. You need to configure an EoIP tunnel between the two Mikrotiks, then add the interfaces to the bridge connected to LAN 18 on each.
