Stop downloading by mikrotik router

Hi dears,

I have a Mikrotik router RB951ui-2hnd and i want stop downloading of files. I try many solutions in internet but they doesn’t work.

I want this solution for my job. pleas help me.

Hi,
I work in a society and we do internet with satellite.we give to clients 20 GO but when they download 70% of this 20 GO, the rate down from 10 Mo to 256ko.so we want to stop downloads for clients with the mikrotik router rb952ui 2hnd.
