I have checked on my CCR1016 an ARP list and I see there 200-300 public IP’s records that not belong to my subnets.
What is that ? an Attack? or they should be there?
My router acting as 4WAN loadbalancer andd pppoe srvr.

All of them should be from the same subnet as your WAN IPs.
Your provider is probably assigning you addresses from one pool which is shared between many other users.
So, it is probably just broadcast traffic, nothing to worry about unless you can notice some performance or security issues.
