Strange IPSec issue

I have 3 devices (MikroTik

  1. A-router - 1200 (6.38.1) (internal network 192.168.0.0/24; external IP 194.87.66.170)
  2. B-router - 2011UAS-2HnD (6.38.1) (internal networks 192.168.253.0/24 and 192.168.8.0/24; external IP 31.173.44.209)
  3. C-router - 2011UAS-2HnD (6.38.1) (internal network 192.168.7.0/24; external IP 77.37.27.150)

I created mesh IPSec topology and have strange IPSec issue:
VPN-A–B = established
VPN-A–C = established
VPN-B–C = no phase 2

All routers have same IPSec policies, proposals.
All routers have same firewall and NAT rules
