strange problem with netinstall won't install RB

i get to this page on the serial :

but when I press “install” on the Netinstall
I can see he “sending offer” and then nothing
the status change to “Blank” and then “Ready”

no firewall\antivirus is working on the computer Win7 SP1

what could be the problem?

Please make sure you are installing MikroTik RouterOS 6.27 version and the latest Netinstall is used,
http://download2.mikrotik.com/routeros/6.27/netinstall-6.27.zip

still get the same

and on the serial I stuck on

I have try with another RB and another cable

Please try to run Netinstall on other computer.
Let us know about the results.

on another computer its work .
but what could be the problem ?
I haven’t install anything on my computer , and even did system restore to 2 mounts ago (when I have use the Netinstall and it work)

what else can I check ?

It might be blocked by firewall, another application might use the same network socket as Netinstall.

Are you running Netinstall as Administrator?

I’ the administrator of the computer
and also i tries to run Netinstall as Administrator
firewall is disable
how can I see which socket is used ?
I know there is this command

netstat -an

where I can see Active connection
but how can I know which one Netinstall need to use ?

also after I have open Netinstall
I don’t see in the list the address of the RB ( the IP he got from the netinstall )
should I see it?
