How to subdivide bandwidth from one 1,204Kbps ratio 1:1 to four 1,024Kbps ratio 1:4? It’s possible to do this??

Yes, of course it is possible.
One of the way create 4 queues, that will set limit that is equal to 1204/4 for each customer.
Second way to use PCQ queue, when this rate will be divided between clients, moreover it will be divided equally between 2,3,4 clients dynamically, in other words PCQ queue will try to divide bandwidth between all connected users equally.
