before this config,i can ping reach x.x.x.x,if i config this rate limit,ping unreach x.x.x.x
only this device have this problem,but not use rate limit all will all work fine!
other the same device at the same config,work fine!

i try to up to 6.49.7 ,7.6 problem always.
i try to reset config,and only use rate limit will have the same problem.
i can not make sure it is hardware problem,becouse not use rate limit all work fine.
