I have a RB450 connected on the internet with public IP.
i can’t access it via telnet, WebUi, or Winbox via internet.
i want to know if I need a specific configuration, for manage my router from any place.

check the configuration in ‘/ip services’ and in ‘/ip firewall fitler’ maybe you have some rules and restrictions set up there.

i’m in another country.
i can ping it. but can’t telnet it or access it with winbox.

because i add a public IP on the Wan port.

there can be a lot of things configured that will not allow you to connect to the router from WAN port. there can be something configured between them etc.

Are you using the default firewall config? (hint what does /ip firewall filter export show?)
If so the input chain may be dropping traffic from the external interface.
BTW - Doing remote admin via telnet is a bad idea. You should be using ssh or an encrypted webfig session.
there is probably firewall on the public interface as others have said. you need somebody on the LAN side to add exception rules for your IP, or temporarily disable firewall until you connect.
