How to configure TFTP, and how to backup log.txt file to another pc

I do not understand how to configure Router OS V3.30, that automatic backup log.txt file to another pc.

you will have to use newer RouterOS version. if you are running RouterBOARD you can update your router to newest stable for free.

3.x did not have a possibility to upload using fetch tool as that was added recently in comparison to 3.30.
