When doing ping email alerts I can get unstable and up alerts to come through but down alerts are not coming through.
Alert is set for
Down>Up
Up>Down
Up>Unstable
Any thoughts or suggestions?

You need unstable->down, to go from up->down you have to remove retries from the polling.
