where can The Dude server for windows be found? I cant seem to find it under downloads

There is no such server. Dude server exists for RouterOS only. You can use the RouterOS server inside a VirtualBOX VM if you like it to be on Windows.
There is available old unsupported version 4b3 of dude Windows server.
