The hAP ax3 router does not start after a power failure.

Hello.
I have a mikrotik router MikroTik hAP ax3 and two Ubiquiti UniFi AP U6+ with POE connected on ports 4-5. In case of power outages, my router does not restart. Could it be that external voltage on pins 4-5 is causing this?

How is the hAP powered?
What do you mean by pins 4-5?
