The RouterBOARD 941-2nD hangs when turned on

Hello everybody.
I have a RouterBOARD 941-2nD. With the router from a certain point, problems started (initially everything was OK):

  1. The version of RouterOS was current as of August 2016. The router stopped loading after reboot/power cycle AFTER it was changed at least one parameter in the settings. After reboot/power cycle, the PWR LED lights up brightly, the USR LED is dimly lit, the link LED on the ether2 port is bright (the cable is not connected), the link LED on the ether4 port is dimly lit (cable is not connected). Connecting the cable to any port does not change the situation. If I make a classic reset to the factory settings, the board works without problems. Before the next attempt, change something in the settings and make a reboot.
  2. I yesterday updated the version of RouterOS to the last. After reboot - again hang. I make a reset to the factory settings - I see that the version has been updated. Next, I update the firmware - after reboot the router hangs, as before. I do a factory reset - the firmware version is not updated. And now the router hangs on reboot/power cycle every time, regardless of the previous actions.
    I soldered the UART port to the PCB of the router, but nothing comes to the console from the board, so there is no logging.
    Question: what can it be, how to fix it? Does it make sense to solder and test (and probably replace) the 25Q128FVSG flash memory chip? Or are there any protections and this action is obviously useless?
