There is a problem: I connect through mikrotik set-top box and TV itself and are not synchronized, although at the mikrotike NTP Gathering set. Does anyone met the same problem? Do oesheniya? Prompt where to dig?

it can be that your ISP block the ntp port.
through another router everything works fine. As soon as I connect mikrotik, all devices get off the clock. 
Are you giving right time servers addresses in the DHCP messages to the clients? Check it.
Do not tell exactly where it should be checked?
I n ip DHCP-server networks. Or let log DHCP message details. Or maybe you block ntp messages from clients .
also local(!!!) timezone should be set CORRECT in your router, since MikroTik didn’t use UTC in RouterOS-powered firmware anymore.

Can configure the firewall that you need?
Normally you don’t need to have ntp package installed. Just set sntp client and ensure it is set in all clients in the same way.
