Translation clock to winter time not worked for a time zone “Europe / Kaliningrad”.

Change please time zones for Russia, since October 26 Moscow corresponds to UTC +3

I confirm this problem for Europe/Moscow (must be offset +3)

we use this file: http://www.iana.org/time-zones

but as I see, Russia has changed the policy, so we will update the file.
