I don’t think you need that “add if missing” on the SFP port since this would tag all traffic to that port.
Using that one on port 2 only should suffice.

But is admin using VLAN tagged traffic?
If not, you should set “always strip” on the sfp, since you need untagged on the SFP and tagged on the camera port.
