Tx/Rx CCQ goes up and down, normal?

hello, I testing some CPE connection with MT 4.3 RB433AH, I get CCQ 100% but when I start transfer data it starts with 100% CCQ then in a few seconds it goes near 20% CCQ with low transfer rate, is it normal? what is exactly CCQ is?

CCQ is Client Connection Quality, a measurement of wireless quality. You want 100% when data is passed. The lower this is, the more bad wireless packets. 20% means that 80% of the wireless packets were dropped or discarded.
