Is there program to open and view this file. Not sure I can even do what I want to do by getting into this file. I have a lot of customers with set speed in my user manager. I have added more bandwidth at my office and would like to upgrade my customers speed but it would take a long time to click and change each one individually.

There is not such program as far as I know.

Is this possible now?
I want to import user names and passwords. I cant add one-by-one ~3000users…
