Unavailable device

I have RouterBOARD 3011UiAS (let's name it R1). To it is connected CSS106-5G-1S (SwitchOS) and RBD52G-5HacD2HnD (RouterOS). Both device connected by cable. When I connect client HP T630 device by cable both time R1 which work as DHCP server assign static IP based on MAC adress. Problem is:

why I can't connect to this HP specific device when is connected to CSS106-5G-1S?

On CSS106-5G-1S I can get MAC adress correctly on specific port so cable is not problem. Other devices connected to CSS106-5G-1S works without problem. I can't ping and connect to remote desktop (it is Windows machine) when is connected to CSS106-5G-1S, but after connection to RBD52G-5HacD2HnD - zero problems.

When I connect to RBD52G-5HacD2HnD - it is no problem. I have not idea what check and what is going on. Eventually how works with HP to generate problems on it to better problem diagnose.

CSS106-5G-1S has default settings - only changes - login / password and adding friendly name. SwitchOS 2.11. Before for other devices works without problems on the same settings and version. HP works on Windows 10 LTSC.

I would upgrade to latest switchos version (2.18) as a first step and see if that helps.

Also try unplugging the CSS106 from the RB3011 and connect the HP direct to that port on the 3011, does it work? (Maybe the configuration for that port on the RB3011 needs additional config on the CSS106?)
