unexplained EoIP problem

I have 2 office sites X & Y linking wirelessly (A) to a high site and then bouncing to another hisite (B) then backhauling wirelessly to headoffice.
Static routing with EoIP tunnels from HO to remote office,
HO=6.0.0.2
HiSite B= 6.0.0.1 + 3.0.0.1
Hisite A = 3.0.0.2 + 2.0.0.1
Remote offices:
X 2.0.0.2
Y 2.0.0.3


Problem is one site X is working perfectly, but the other Y is not receiving throughput thru the EoIP tunnel, but the config’s are identical, apart from IP addresses and tunnel ID’s.

Is there any obvious points that stand out, or any suggestions?

what about eoip mac addresses? also, you shouldnt triple post, it just makes people mad.
