Laptop clients in our Internet Cafe don’t need authentication, but some may not have DHCP enabled.
Is the universal client (used by hotspot), available WITHOUT hotspot?
or
Can run hotspot with “always authenticated” ?
(I don’t know their MAC addresses, and IP-Binding with MAC-wildcards still not exists)

This is a lot more work than you really need to be doing. It’s an Internet Cafe. Who cares.
Off hand you could always setup a radius server to authenticate everything that comes through. Otherwise I’ve no idea.
