Unlock different country in ax3

I have an ax3 and can only select country Canada and United States.

I would like to experiment with different power outputs and need to select a different country.

How can I unlock it?

(I am completely rural, so no chance of interfering with others, and have an amateur radio license for experimenting.)

Devices purchased in the U.S. or Canada cannot be unlocked to use WiFi regulations from other countries, otherwise FCC would not allow them to be sold on those markets.
