unplugged cable in RB-750g

Routerboard: 750g
routerOs: 5.2

reboot rb750g from winbox system menu,
after reboot PWR LED and ACT LED is ON forever
and all port (1,2,3,4,5) is unplogged cable

— Check ------------------------------------
install roterOs 5.2 with Netinstall and netinstall complate installation
after reboot i have same problem (PWR and ACT LED is ON and unplogged cables)

what’s the problem? hardware problem or software?

Had a similar problem, mine is ok though, after netinstall. Only difference was it was v4.17. Should not make any difference though. Though i should mention it.
