Can I upgrade my old 64Mb IDE Flash to 1GB IDE Flash without buying new license?

No.
License is stored on HDD, if you will change HDD, then you have to purchase new license for it.

It would be nice to have a [move] command.

you can move your hdd (CF card) to new hardware and have router there, but you cannot move the license

… so that suggest a move (not copy) lic (to hdd2) command is possible,
