I have not clear how licenses works. If I buy one RB750GL router, will be it upgradable to lastests RouterOS versions like new 6.20? Is there any restrictions?

You can always upgrade the device no problem
Upgrading is question of hw and sw compatibility. Not a question of license.

Of course. Haven’t you read about end of life? It means that from specific point the device is not capable to run newer versions. And new devices are not able to run older versions.
RouterOS has a lifetime update policy, you can update if the hardware support it.
