uplink server only with mikrotik

hai, i’m trying to manage my mikrotik as a uplink server only.

for example:
my customer with ip address 212.165.xxx.0/25 want to buy my uplink connection (they use dvb for downlink). My network is 64.110.xxx.0/24. Then how to pass their ip through my router as their own IP address? i want this IP advertise without contacting my ISP.

is this possible with mikrotik?
anyone has experience in this issue?

What would they have to do to use their default uplink ? Dial via a modem ? Do they have to dial a special ISP or they ca dial .. any ISP.
