Uploading to my FTP slower than downloading (remotely)

I am away, and I can download at the maximum dl speed my ISP permits from the FTP server. However when I upload, I stay around 1.5-2mbit. I should be able to reach the maximum of 20, but I am unable to. Wondering if there is something I can configure in the Routeros to improve this? I am thinking it is the firewall that is limiting things. The router is a RB450G with routeros version 6.30.4.. I never did test this prior to this version. I am able to download through it at full speeds, and upload. Perhaps its the FTP server, but I doubt that as I am able to upload and download on the home LAN up to full line gigabit speeds..

Check the maximum upload speed of your ISP at the remote location. It may well be the 1.5-2.0 Mb/sec you mentioned. In many cases the upload speed is less than the download speed. And the combination of 20Mb/sec download with
2Mb/sec upload is a very common one.
