We have a lead on a big project with Mikrotik mobile routers using these frequencies. Does anyone know of a wireless card manufacturer that would work on these frequency ranges. The project could be for over 1000 routers and cards.

Thanks for any help or tips on where to look.

It strikes me as odd that the federal government would invest in or allow in any project a non-FCC approved device. Did you even consider that?
