im really curious to know what actually “use-local-address” checkbox does
plz help me to understand this

use-local-address (yes | no; Default: no)
By default, the DNS name will be assigned to the detected public address (from the UDP packet header). If you wish to send your “local” or “internal” IP address, then set this to yes

If your router is behind another router, enabling this checkbox will update the ddns entry with its local address (e.g. 192.168.1.x).

so if updated with the local address how to contact the public one?

Enabling IP Cloud will not automatically allow access to the device. It is just a free ddns service provided by MikroTik along with time sync and a backup slot.

still not sure what this does and where can we use that

Only a few day a member was connecting through a VPN and with this he could still supply his external address to Mikrotik cloud.

that is fine, you don’t need “use-local-address” to be able to do this
