User defined PoE on/off?

I wonder if those MT devices with PoE outputs (for example RB750UP) have those ports user configurable?
If they are then it is possible to force a reboot on a connected device. If they are not then I hope any future models will gain that option.
Does the main system reboot cause other connected devices to loss of power as well?
