User manager, L2 VLAN

Hello, I need some help with a petty simple setup.

I have a L2 network witch I want to use with Mikrotik base stations and clients.
The network is based on VLANs.

I use one VLAN for management and others for client internet access.

Is there a possibility to use Usermanager on this setup?
I want to use Usermager for controlling bandwith and access.

User Manager is used together with HotSpot, DHCP, PPPoE, actually HotSpot DHCP or PPOE is responsible for the queues. User Manager uses IP address for the communication with routers (RADIUS clients).
