Can User Manager be used without Hotspot?

Do I need a dedicated Radius Server in order to use User Manager?

I just want to be able to see who’s online, how long they’ve been online, total usage, and as a real bonus be able to send usage reports via email to users.

Currently I’m using IPCOP with traffic control and reports addon to achieve the above with rb411ar as AP.

User Manager is a RADIUS server. It doesn’t allow reporting on users that aren’t authenticated via RADIUS, which would dictate the user of either a Hotspot or PPP.
