userman database shows 100%

im curious if this is normal or the database cpu hits 100%?? i use only 1 account active. im using

RB1100AH
ROS 6.36.4 bugfix only

Database size: 80.0 KiB
In use: 100%
Last rebuild: Never
Last backup: 12/29/2016 15:24:32
Last restore: Never
Free disk space: 87.0 MiB
