Would assume you would just do it in the command line, by exporting data from one and importing it into the other. Don’t know if the payment history and logs would carry over.
Not with RouterOS tools, however it may be possible using and sqllite file reader/modifier, then merging the table(s).
NOTE: I have not tried this, and cannot confirm this works.

Because we are a little ISP and have more then on authentication “servers” like mikrotik.
We would combine all of it, because so we have a simpler management and would not upgrade an check lots of devices
